The capable politician must be "acquired."
He is not an "automaton," not a "fixed, stable institution."
He is very, very unpopular at first, even if, in the long run, he is the guarantor of a high standard of living.
In contrast, the incompetent one, despite all the criticism leveled against him:
Ultimately very, very popular!
To this day, too many people believe in eternal, irreversible progress, in ever-increasing prosperity. A capable politician has no chance of leading in times of prosperity with such people around!
